South Yorkshire LSIP Annual Report 2025 Published

Doncaster Chamber is proud to announce the publication of the South Yorkshire Local Skills Improvement Plan (LSIP) Annual Report 2025.
This new report captures the progress made across South Yorkshire to reshape the post-16 skills system around the needs of employers. Developed in partnership with Sheffield Chamber of Commerce, Barnsley & Rotherham Chamber of Commerce, the South Yorkshire Mayoral Combined Authority, colleges, universities, independent training providers and businesses, the LSIP is a powerful shared roadmap that is already helping to bridge skills gaps and prepare the workforce for the future economy.
Skills Minister Jacqui Smith welcomed the latest reports, saying:
“I am pleased to see the progress being made to bring these Local Skills Improvement Plans to life.
We remain committed to the LSIP model as part of our Plan for Change, and have strengthened the role that Mayors and Strategic Authorities will play in identifying and addressing the local skills issues in the plans.
Skills England will work hand-in-hand with businesses, education providers, Mayors and Strategic Authorities, unions, and other bodies to tackle skills shortages, co-creating solutions to ensure more opportunities for young people and existing workers wherever they are based in the country.”
Since the publication of the full LSIP in 2023, Doncaster Chamber and partners have worked to deliver meaningful change. £3.9 million of LSIF investment has enabled providers to expand digital training, launch a modular construction training centre, and develop new apprenticeships in emerging sectors. A South Yorkshire Apprenticeship Hub is now fully operational, while Knowledge & Skills Casts (podcasts), insight reports, and pop-up engagement zones have helped improve employer engagement and share best practice.
Over 1300 businesses have contributed to this work in the past year, participating in surveys, interviews, and sector roundtables. Collaboration between colleges and Chambers has grown significantly, ensuring providers have up-to-date insight into workforce needs and enabling more responsive curriculum development.
“We have worked tremendously well and collaboratively together, which would have been unimaginable five years ago,” said one LSIP board member. “This is a step change.”
The LSIP Annual Report 2025 also sets out next steps. These include new insights on AI and veterans in the workplace, expansion of the Knowledge and Skills Exchange programme, and continued support for T Levels, HTQs and apprenticeships. With Doncaster Sheffield Airport due to reopen and the South Yorkshire Investment Zone gaining momentum, the LSIP continues to play a key role in preparing local talent for the jobs of tomorrow.
