Framework for the delivery of the Work, Skills and Enterprise Programme

Doncaster Metropolitan Borough Council (“the Council”) wishes to deliver A Work, Skills and Enterprise Programme via a Framework Agreement.

The Framework is divided into three lots and the Council is looking to appoint a maximum number of seven organisations to the Framework for each lot. Once the Framework Agreement has been let, the Council will look to enter into Contracts for the delivery of specific services with any of the organisations appointed to the Framework by carrying out mini-competitions between all organisations on the requisite Lot.

Please note that the provisions of the TUPE (Transfer of Undertakings (Protection of Employment)) Regulations 1981 may apply. If applicable, further information will be contained in the mini-competition documentation.

The brief descriptions of the lots are as follows:-

Lot 1: Support for New Business
This lot will deliver support to new start businesses to help them grow, create jobs and increase turnover.

Lot 2: Support for Existing Business
This lot will deliver support to existing businesses in Doncaster to help them grow, create jobs and increase turnover.

Lot 3: Support for Individuals
This lot will deliver support to individuals to help them overcome barriers to employment or self-employment.

Further details on these lots are available in the generic Specification of Requirements which will be made available simultaneously along with the Pre-qualification Questionnaire (PQQ).

The Framework Agreement will run for an initial period of one year with an estimated start date of 22nd February 2011 and can be extended up to a maximum of a further three years at the sole discretion of the Council.

The Council operates an electronic tendering system through the Supplier and Contract Management System (SCMS), Alito procurement website.  All expressions of interest MUST be registered through the SCMS system and PQQ documents will only available via the SCMS system.  You can download the PQQ documents and the generic Specification of Requirements and resubmit the completed PQQ document via http://scms.alito.co.uk.

Completed PQQ’s MUST be submitted no later than 12:00 noon GMT on 23 November 2010 and MUST be submitted using the SCMS system.  Any PQQ submitted after this date and time will be rejected.
